Citation cartel

A citation cartel is an arrangement, sometimes coordinated between journals or authors, to excessively cite each other's work specifically to inflate citation metrics, a recognised form of metric manipulation.

In context

You'll usually need this when a journal's or author's citation pattern looks coordinated rather than organic.
